Waste Transportation Permit Money Lost by City of Tshwane

I have a problem with my Waste Transportation Permit. I paid on the 3rd of January 2024 for my Permit. I paid R1000. My References was: twp230948. I deposited it at ABSA Queenswood ATM. I went to the Tshwane house, they said my name is not appearing. The lady that was helping me said I must pay again because she is new they're she doesn't know where to refer me. I feel ******, how can I pay again because someone refused to do their job. I am very must disappointed with the service I received from Tshwane House. I don't know what to do again. My money is there because I paid. They can check the reference they gave me and my cell number. Please help me.
