Useless city of tshwane

The fact that we have weekly ,power outages due to ****** cable theft,every month in westpark,pretoria west,this has been going on for the past 5 years now non stop the useless ward councillors are not doing anything about this ,they're not even living in the area,no maintanance are done in any of the wards,not quaggasrand,not danville,not proclamation hill,not pretoria west,roads,roads signs,******* businesses taking over,filthy streets and sidewalks,even metro police dont do bylaw enforcement,useless,******* trades ,blockage if roads, ******* building on buildings,failure to maintain infrastructure
