Unhelpful and incompetant

Phoned Tshwane a few times already, and every operator I've spoken to is unhelpful and doesn't want to do any work at all.

Two services operators actually hung up because they don't want to get involved in a dispute query.

Is this what we are paying taxes for... no service at all?
