Unfair & Wrong Account Deduction

I'm an employee and also a customer of City of Tshwane. Since May 2023 R4000.00 has been deducted from my salary for a account which is not is mine and I've been sending proof to show that,that property is not mine(deed search). They have refunded me in May and June. July refund I have not received and they have deducted for August and I have been complaining and they promised me lies. I've been sending emails to different people until today nothing is happening.
