Tshwane ****s municipality

We bought a house 4 years ago and all municipal details or accounts were updated...we have been paying for the new acc since then. Now all of a sudden they say we are in arrears on the account of previous owner which also registered as a business..Tshwane Municipality ke di mafia..they didn't close old account as it was lodged and now they are threatening to cut our water...this is ridiculous..I'm so disappointed .why is this municipality making life difficult for paying residents.
