Tshwane own me a lot of money!!

My water account is overstated by 185,000 litres 185kl. I have written numerous emails to customer service and even complained with my city councillorl! Tshwane just ignore the meter reading that I submit every month. They just keep on over estimating my reading month by month. I am sick and tired of this total incompetant lot at City of Tshwane. I am a pensioner and can not afford this at all!
