Tshwane municipality disorganized

The city of tshwane are not taking complaints seriously ,about bussinesses run in residential areas .bylaws are not enforced properly ,with complaints being attended to between 4 months minimum or not att all , metro police are suppose to assist regarding bylaws to be enforced ,but are not being adressed about lack of service .even ghost ward councillors getting paid but not working as supposed to .how is the municipality having such s******* bylaws but are allowing the public to run a mock in tshwane , suburbs are are changed for the worst and allowed to *******ly run bussinesses and build on properties without approval.
