Tshwane municipality bill

I have a bond in Tshwane, I have never received any invoice regarding rates and taxes from them but suddenly I owe them R3788 which is in arrears and I’m already being served with notices. How was I gonna pay for something I never got invoices on? I feel like I’m not liable for that bill because they even have my contact details whereby they’d have sent the bills on month to month basis instead of waiting until it’s so high. I am not liable for something that they were at fault on. They should sc**** this bill and start sending me what I owe on a month to month basis. I don’t have the amount they’re asking me for...their poor administration should not be made my problem. I’ll sue them if they take my name to ITC because they didn’t do their part.
