Tshwane Metro vehicle impounding

I work in the CBD of Pretoria and park in a parkade about 500m away. Walking from the parkade to the office is not safe at all, as people get ****** for ther cell phones and laptops and any other valuebles. Therefor I stop in front of the building, drop my bag in the office and then go and park my car. This morning I did so and within less than 5min my car was impounded by the TPMD - when I got there they were still busy and I begged them to just let me take the car away as it was only 06:30 in the morning. My request was refused and I had to pay R1700 to get my car released an half an hour later. At 10:30 I had to leave the building for a meeting elsewhere and 3 cars were parked in the same loading zone where my car was towed away. I just checked at 14:15 and the same 3 cars are still there. So please tell me whether my parking in the loading zone before working hours for 5 minutes is more harmful or a bigger disruption as cars parked there for several hours during the day. This is only a money making scene and highly discriminating.
