Tshwane is useless!

My water meter was ****** last night. When I tried to log the theft with Tshwane I was told that they would not do so without a case number. Garsfontein station commander did not want to open a case because the meter was not my property. I phoned Tshwane to plead with them to help me. They refused. I went to Silverton police station and luckily a police officer took down my details, but,,,,wait for it.....I had to wait for the case number. This was 11:00 this morning and I'm still waiting for my constitutional rights to be honoured and respected. It is now 17:00 and still I have no water, no meter and no case no!!!! I've phoned the police station twice and still no joy. It s a) ridiculous that I have to log a case number for Tshwane's property and b) that the systems that we pay for through our necks are so hugely inefficient. Where do I go to from here for help?
