They just don't care

I went to the City of Tshwane offices at church square to load my bus card. I waited there by the window for almost 15 minutes without being assisted or acknowledged while the employees were busy chatting. I informed them that I wanted to load my card and I was told the person who should assist me was still counting money. We continued to wait as there were other customers. Their service is really poor
