Services at City of Tshwane

I have paid my municipality account for R 1105 on 01.11.2019. Yesterday (06.11.2019) I received a so-called letter of demand dated 05.11.2019 saying I did not pay the account. An amount of R218.89 added as miscellaneous charges. What is that?? The municipality is taking advantage of loyal customers who are up to date with their accounts. There are people out there who don't even bother to pay their bills but are using the services. No actions nor steps are taken to deal with those that don't pay. When you go to their offices, you are given that ' You are at my mercy" attitude. Where are the Bathopele Principles that are put on their notice boards. City of Tshwane services sucks!!
