Rent dispute

I''m a city of Tshwane paying rent resident. I feel that city of Tshwane municipality is abusing me. To my suprise my account is in errors and I am paying rent and they are not even sending statements anymore. I don't even know what is the cost per kl. I'm not using too much water. When you are calling them there is a noise on their back round I can not even hear the answered that I'm expecting to hear.
