Registering a property to pay monthly rates & taxe

I own a unit in a retirement complex in Montana. I have been trying for a year now to get a municipal bill from the city of Tshwane for rates & taxes. No one answers the *** number. I've send numerous mails to *** and I do get a read-receipt but no reply to one of my mails.<br> I'm trying to be a good citizen and pay my rates & taxes but no one at the municipality can be reached to tell me how I go about getting my property on their system. <br> The obvious problem is that on day someone somewhere will wake up and then I'll get a bill for thousands so I'd rather get this sorted out.<br> If anyone out there can give me a contact person of someone who actually still does a day's work in the municipality and that can assist me - I would love to hear from you.
