Refuge department ***** committed

Refuge removal truck raced at 07:45 in and out my street in westpark,this morning ,the past year they came late,suddenly they changed routes,i dont have a refuge bin due to neighbours stole mine,the police and metro police refuse to open a case,due to no video footage available,again im being charged,for refuge removal unnecessary their fault,im still fighting them to pay me back for refuge removal services that was not delivered,due to covid,strikes,public holidays,this is ***** ,charging me for services that was not rendered..they refuse to credit my account .they refuse to resolve this matter.
