Reconnection not done after 5 days of request

My mother's electricy was cut and we made full payments and requested reconnection since the 10th January and still today after 100 calls 4 emails the powe is still not reconnected. She is terminally ill with cancer and bedridden, all her meat in the freezer got rotten and still no one that comes out to reconnect the power
