R19 000 charged for a residential house for one month

<p>The city of tshwane billed us R19 000 for one months levy and made adjustments for 2014 and 2015 for 10 000 on the electricity and water based on estimates and not actual readings. We have queried the 29 000 serveral times and all we get is its correct. We would like to know how does a residential house get an electricity bill for R29 000 in one month?</p>
