Prepaid Meters Installation

I have app**** and paid full amount for the Prepaid Meter installation in October 2014 and was promised it will be installed within 3 months but I'm still waiting for it while I'm paying monthly bills of up to R2000.00. The worst part is that some people in my complex who app**** later than I did have already received their meters and upon enquiry, they advised me to get a city of Tshwane municipality technician and pay a R600.00 bribery for them to assist, of which I will still have to pay the bill for that month and still have to buy prepaid units, what a ridiculous service! Is this the South African way of life at its best?
