prepaid meter installation

On the 24th of October 2014, I app**** to migrate from the monthly billed electricity into a prepaid meter with Tshwane municipality(akasia pretoria north). I have went to see them on the 14th JAN 2015. The respond was we will come tomorrow. They did not pitch, I then went to follow up and I was told tomorrow we will come. It never happened. I went for the third time, the answer was we will come tomorrow. This month of february I went twice the respond was still the same, we will come tomorrow.
