Prepaid is fualty but they say its fine

Good Day our prepaid meter is consuming all the units we buy in matter of days its expensive ,we live in an government house its more than my initial pension we asked for it to be changed but they say its fine but how can it be fine if it was R600 a month and now suddenly its R1500 the state pension is merely R1300 how am i suppose to pay my initial bills if i cant afford the electricity bill i am also registered on the policy for the poor please help we cant keep this up
