Power failure complain to City of tshwane

I have logged call on Wednesday for power failure with City of Tswane ,and we have not received any help.i kept on calling the call center without help and always promised me to escalate the matter without any help and when I request to be transferred to the Supervisor/Group Manager they refused. My reference number is 580/22. We bought groceries for Christmas now we have to throw away as the fridge is off.
