Poor Service Delivery at a Client's Cost

We have reported a leak a year ago, they came a month later but when they got there they dug and left a much bigger leak than before, more like a pond. To date they never came to fix it. We had to fight with neighbour's over the water damaging their walls. That was not the only damage they caused. For some reason when they dug that first leak they created a new underground leak which immediately affected our water readings. 2 to 3 months later we received a water bill for R8 000. I immediately went to the municipality accounts department but that was not fixed. They eventually came to fix the underground leak and changed our old meter box after I questioned where they were getting the readings from because that thing was not visible at all. Well all looked fine after they left that afternoon but the next morning, there was a new leak right under the meter box . That meant a huge bill for the new leak again. I reported as usual and nothing happened. As time went by we were charged outrageous miscellaneous charges and I went back again well this time Constance Mhlongo (thank you my dear) tried to help but still the extra unnecessary amounts on our account were never corrected and interests continued to be charged on that wrong bill which now amounted to R17 000 and continued to increase. I went back to the municipality again and even sent emails but that was all done in vein because to date I am still owing the municipality alot of money which originates from their wrong billing. As if all that was not enough on Sunday last week, they decided to come and change our electricity meter to a prepaid meter which we did not agree to. Well that was done because they found my husband at home and he thought I had requested for it. From Sunday to today we have already bought electricity worth R650 and i can confirm that we use a lot less electricity than that. The issue now is everytime I purchase the units I will see the VAT charges but a large amount disappears and I am not sure to where. For example I bought electricity for R250 yesterday morning, VAT:32.61, Units:109.00 kWh and where does the difference go to? I may be wrong since I am new to the whole prepaid system under municipality but i suspect the municipality is charging us for the outstanding incorrect billing debt of their leaks.

What I want to ask the municipality is to please correct our account with immediate effect because We no longer know what we should be paying. I am also tired of going back and forth to your offices for the same problem.

Why did you change our electricity meter out of the blue because we never requested for it?

Please explain how recharging the prepaid meter works, what charges are included on the purchase just to clear my suspicion?.
