Poor service delivery...

I bought my house in pretoria east Dec 2014 and moved in Feb 2015. I was told to open an account with city if tshwane for water and rates which i did. A few months down the line i was informed by PEC metering that i need to open an account with them since they are the metering company that does water in our complex and that the meter in my house belongs to them not tshwane. I then did that and started paying my water bill with PEC and am up to date. I then started getting statements from tshwane saying that my account is owing. I went to tshwane several times explaining to them what was happening and requesting that they please sort the issue out with PEC so that i can pay my rates with them and water with PEC. I was sent from pillar to post by tshwane until i reached a lady by the name of Angela who then seemed to understand my issue. She is in the water metering department and then wrote an email to her supervisors to request that they come to my house to do an inspection to see if the water meter belongs to them or not. Then it would be removed if it was theirs and my account reconciled with the correct amount that i need to pay. I even did a follow up email when i saw no progress and was assured that someone would sort the issue out. Now today i get two gentlemen saying they are from tshwane and have come to switch off my water. I try explaining to them but they just tell me they are doing their jobs i must go to tshwane! The level of incompetence and neglect i have experienced with tshwane is second to none. Clearly people are getting paid to do nothing. I am ****ed to the highest level of ****tivity!!! These people at tshwane should stop working in silos and communicate to each other. Now my family and i have to suffer because of some people who are just refusing to do their jobs. I will be taking this one to ombudsman and my lawyers at consumer law.
