Paying tjotjo for Tshwane services

Yoooooh our government is failing us ... We had power failure on our street we called they came in just now we told them the problem ... The guys left next thing we got a phone call that the guys of city of Tshwane will only fix the poles for R1800 per pole ... Is it not suppose to be for free ... We need help
