Pathetic service

In April 2011 I sold a flat and the property was transferred into the name of the new owners. The services to the property were disconnected on 14 April 2011. There were no outstanding accounts and if there were, transfer of the property would not have gone through. During the middle of 2016 we got a mail from the owner who bought the property from us. An account of R716-86 was attached that was addressed to me (Acc ********** 21475 with Job No ********** 85624). I couldn't understand what the account was for as I have sold the property 5 years ago. My wife went to the Centurion office to spoke to a consultant personally. This was after NOBODY from the customer care hotline answered the phone for days and after no reply was given to the inquiries we sent to ********** My wife spoke to Anneli Kriel at their Centurion office and she explained that no-one is attending to emails sent to ********** She gave a lengthy explanation what the R716-86 was for. Never the less, I paid the R716-86. We were assured that the account in question was closed and nothing was outstanding. Well needless to say, yesterday (2016-10-25) I received yet another email from the people who bought the property from me in 2011 with another account for R1230-44, addressed to me ( Acc ********** 21475 with Job No ********** 12635) Now this is the same account that was closed on 2 occasions in the past. I log a query on the e-tshwane website and was CC'ed the next day on an email where the consultant who received my complaint on etshwane just forwarded my query to ********** same email that is not being attended to by anyone from Tshwane Municipality!!! No one answers the phone when you call...EVER. Do Tshwane Municipality really expect me to keep on paying for a property that I sold 5 years ago???? I hope you will be able to assist me because all my attempts to get answers have been fruitless
