Pathedic billing amount from City of tshwane

I have received my monthly statement that indicates I owe city of Tshwane an amount of R 8706 for December rates only .Last month I owed them R700 which I paid. I mean the first few weeks from December it was raining and we couldn't do laundry , I don't have a garden, I don't have tenants, we are a family of 4, 2 adults and 2 kids. I really need someone to help me on this I need to understand how does one spend water for that amount. I have contacted the call centre and they couldn't assist me, they mentioned that I need to make arrangement since I cant pay that amount. I mean its not even about paying that amount , does it mean that every month I have to pay city of Tshwane R8706 for using water. now I cant buy electricity they have blocked my account. shame of you city of Tshwane.
