Numerous references - no joy!

It is now more than two years since proof of transfer was delivered to the City of Tshwane offices by our transfer attorney. The deposit paid into the account of the seller, has still not been transfered to my new account, although I have been given numerous reference numbers. Bad, bad service. I get the impression that they do not intend to pay back my deposit at all
