No clearance certificates

It is impossible to find out what Tshwane needs to issue a clearance certificate. The electronic e Tshwane system does not reflect the true status of accounts, operators do not have access to journals and cannot advise on progress. Clearance certificate is just not issued although accounts are in credit. Total chaos. As a rate payer I am not able to follow up with Tshwane and cannot apply for a clearance certificate in my private capacity.
