No answer per e-mail or phone calls

It seems to me that the staff of all the municipality offices (electricity and accounts) work half days, you can call at 08:00 no answer, again at 14:45 no answer again. If you however send e-mails, also no replies. Inspection done on 15 November 2017, still awaiting an answer. Visited the Centurion office yesterday, still no answer received.
