NO ACCOUNT SINCE AUG 2014

We moved into our house in August 2014. Since then we have not had an account but the municipality still wants payments. In Feb 2015, I managed to get through to Kagiso who sent me an updated account for Feb., then nothing. I've emailed my electricity and water readings religiously every month but still no accounts! In May after begging I received accounts for March and April and since then nothing again. I don't know how much we owe so we just pay R2000 into the account each month. How do I get these people to email me an account?
