New Municipal Account Refund

I bought a house portion 6 of ERF 680 in Riamarpark Bronkshorspruit in 2016. The property was registered on 19 April 2016. From time of registration until August 2017 I have been receiving municipal statements which were still in previous owner's account. I have been paying municipal rates on previous owner's account ********** 229 without knowing that I had to open my own account. I only opened new account ********** 469 in August 2017 and upon opening this account I explained to municipality that I have been paying rates on previous owners account and I need this money transferred into my new account. Instead of transferring money into my new account, municipality transferred R10400 into previous owners lawyers who then transferred this money to previous owner. Now municipality say I need to pay this money which is unfair because I have already paid the money. Municipality decided to take my money which amount to R10400 and transferred this money to previous owners lawyers.
