Neighbors trees damaging my fence and blocking my driveway

I have reported my problem with the city of tshwane customer service support regarding my neighbour's trees are blocking my driveway and damaging my fence, my yard is always dirty from their tree and they claim I must pay for tree falling and cut their trees which is very costly am new in the neighborhood and not enjoying our new home because of neighbors trees and leaves always making my yard to be dirty.... Help a sister
