Municipal Deposit Refund

We sold our house and registration took place on 27th May 2015. I went to council on 22 June 2015 after I received my final account to close the rates account and to apply for my deposit refund. I handed in correspondence from Attorney that handled the transfer of the property confirming that the deposit can be refunded to me. I completed the forms with the new address details on. Monica at Council office in Pretorius street office on the 1st floor assisted me and she advised that it takes 6 to 8 weeks for my deposit to be refunded to me. I provided them with my postal address for them to post the cheque to me. It is now 10 weeks and I haven't received my deposit back. I emailed customer care in last week and the only feedback that I got was a acknowledge email confirming that they will attend as soon as possible. Council is very quick to cut electricity when your account are in arrears, but when they owe you money you should wait. I want my deposit back and I don't want to wait another 4 weeks.
