Meter readings not attended too

Why am I still overcharged? No one resolved or rep**** to my reference, currently my Electricity reading is 64245 and my water reading 8063. Water account was billed correctly yet I am still not even close to my previous reading in fact I am 948 units in credit. I urgently need a reply as this is not fair I even added my reading totals to the portal without any consideration.
