Lack of support (bordering on incompetence) to get an issue resolved

I have had an issue that remains unresolved for the past 6 months. I have a property in Olympus Ridge and i was paying my levies account with no problems. City of Tshwane then seems to have modification in their system and closed my account and opened a new account for me. I ran a property report on the new account its linking my property record to the wrong record. There seems to be noone at city of Tshwane willing to resolve the error. I went to city of tshwane offices and they said i must call the call centre. I called the call centre and i was told i must visit and office. I send an email to customer care to no avail
