Installating of meter services

I have been struggling to get a water services installed on my vacant land for 3months. When I went to city council to apply for meter services I was told I have a meter in my yard. I told them I don't have any water meter services. I was told to go and check if the neighbours has water which they do . The neighbours are using my meters and also the bills comes out every month . The council opened the services for me using the neighbours address , I asked them why and have been tossed from pillar to post. Now the builder needed to start building the house , there is no water and have complaint to the office of the mayor which was escalated to relevant division with no success.
