Incorrect Billing

I reported leaking meter box outside my yard which the municipality personnel took long to replace, later it was replaced but I was charged R5900,00 for water which leaked on meter reader. No one takes the responsibility of crediting the account , now they are forcing me to pay the R5900,00 as they claim meter had dirty dial. I have been going through a rough purge as my electricity has been cut off few times because of this fault from Tshwane Metro Municipality.
