Incompetence at City of Tshwane Municipality

Been trying to get my water bill sorted to no avail. The accounts people don't reply to emails & are generally unhelpful. Initially we were overcharged with water estimates made from the old water meter which had been replaced. we were refunded R1300 end of July but that has since been reversed & the same amount is now charged as "miscellaneous" & our electricity card has been blocked. Mind you, there's worms in our tap water & yellow silt. The water has been dirty now for years, we drink bottled water which we must buy. The municipality is charging us for this dirty water.
