Incapable, bureaucratic Tshwane Municipality

On the 4th of March 2019 we opened a new account with the Tshwane Municipality, and paid the due amounts. It took one month for them to connect the services, by means of numerous phone calls, visits to their offices in Sinoville, and even asking a DA councillor for assistance. And shortly after it eventually got connected, it was cut again for some unknown reason. In that time we have not yet received a bill, therefore it could not be due to outstanding amounts. Then came the next shocker. After only two months (Middle May) we received a bill amounting to R 7 600.00, due to estimated consumptions processed by this bureaucracy, instead of real readings. Within two weeks a municipal bakkie with two guys stopped at the house to deliver a letter of demand. They could not come out to read the meters first instance for whatever reason, but they were very eager to demand payment! Again I visited the Sinoville offices and discussed the issue with the customer relations officer, and provided them with the real meter readings as proof of the over estimations - this was then captured on their system, which will seemingly result in a correct bill for June. However, I was still to pay the R 7 600. The official then agreed that should I pay R 1 200 in the interim and send him the proof thereof, he will make anote on the system to prevent cutting of services until this account had been rectified. I then did pay R 1 500, and send him proof thereof. Low and behold, a week later when we visited the property again, we found the electricity to be cut, resulting in a lot of damaged food in the fridges. That was a Friday night, knowing that there will probably no other way out over the weekend, I paid the outstanding balance of R 4 900, and requested a reconnection, which thankfully was done before 12:00 on the Saturday. In the interim I had e-mails and complaints submitted to various department in the municipality (Helpdesk, Customer services, etc.) to convey my dilemma and dismay. One of the responses I got was that the readings as provided by me is still higher than the estimations on this account, and that I have no right to claim for credit. I quote the values, then the reader of this can judge themselves: Water estimate was 8548, the reading I provided was 8493. The reading and actual consumption is 55 Kl less than the estimate. The electricity estimate was 15595, and my reading was 14078. the reading and actual consumption as provided is 1517 Kwh less. This institution and its personal has no idea what customer service entails. They rather have an attitude of we do as we like and what ever your problem is just pay or else. having said this, in the co**** of events I have also dealt with one or two very friendly and helpful people within the municipality.
