House plan

I submitted the house plan of my client for approval, and I was told it won't take longer than 8 weeks to receive back a respond. But now it has been almost 4 months since I submitted the the plan I haven't received any correspondence from the office, I made several follow ups so I could meet with the person who's having the files so I could know what's the problem or delaying them, every time I call him on his cell phone ***) hence they do not have land line on their office, is not answering his phone nor reply my e-mails. My client is frustrated and wants his house plan, he has exceeded his period of storing his materials at various hardware. Please Peter help me to resolve this problem.
