Francis goes home during working hours

I went to Tshwane municipality in Soshanguve block F on 19/01/22 to register my new electric Meyer number and the consultant who was supposed to help me was no where to be found but he was apparently around I had to leave. On 20/01/22 he was 3 hours late his name is Francis, he heard that I wanted to see his manager when he came in he gave me a bad attitude
