Faulty connection not fixed for 4months!!!!!

Since September my electricity connection my electricity connection has been faulty. As soon as it rains or the there is little moist in the air the municipal breaker trips as it is not covered in a box. Every time the technician comes out and only puts on the breaker after it tripped but do not put a box as requested. Even when asked they always say they will come back later for that. I have logged about 30 incidents over the few months. Few reference numbers at the electricity department (192-14), (631-4), (631-3), (341-28), (404-27) the rest of my calls should reflect on the system. Useless!!!
