Failure to repair faulty street lights

there are about 10 street lights in Thatchfield Hills that are not working. they were reported by Thatchfield HOA on a number of occasion with no luck. I have personally attempted to report the faults using the telephone line with number ***. on two occasions, I had to hold for more than 25 minutes and no one answered my calls. this means the problem remain unresolved. I have copies of emails by Thatchfield HOA.
