Excessive billing: Tshwane

I have received a monthly electricity billing account for a residential property of R231 000 from Tswana payable immediately. Before that we did not receive any accounts from Sept 2018 until March 2019. My account was normally between R2500-R3000. How do I spend R38000 a month for 2 people . I send various requests for assistance but no support.
