Electricity outage more than 12hours

Since yesterday 14h00 we don't have electricity.Tshwane Call centre agent tolds me that their turn around time is 10hours which I find unacceptable. Our kids couldn't finish homeworks an I couldn't study. Since then electricity still off and we are told a technician(Monatelo Motadi @*** has be sent out since 09h30 but nothing has happened. I wonder if Tshwane will pay if our food in the refridgerate get spoiled. This means we will have to wash with cold water again with 6 year old boys again today
