Electricity maintenance

We have been without power since Sunday morning 29 Nov(two days ago). We have reported this to Tshwane Municipality numreous times (ref 45/29). They keep on saying they have sent someone to attend to the problem. Still nothing. They just Don't seem to care or they don't have the Skills to fix the problem. We have even tried our council rep, still nothing. Should I fix the problem myself? At risk to my own safety? At risk of breaking the law? The problem is simply a faulty circuit breaker at the Municipal pole connection. What should I do??
