Dissapointed tshwane municipality

I'm dissapointed about tshwane municipality,I app**** for changing residential zoning certificate to business sides.I have opened stand next to main road and municipality not approved saying no space for truck to deliver it will cos convoy.I'm surprised I noticed many trucks cost convoys when makes delivery. The yard is yet square metre and shoprite usave use 250 square metre to build containers.now they say yard is two small.I was trying to create jobs and put bread on top of the table.somebody who was supposed to grant me opportunity declined.south Africans oppressed each other's. Why.lousy explanations always.
