Cut my power for no reason and now won't reconnect it

The city of Tshwane cut my power on Monday even though my accounts are paid up in full. My rental agency has even investigated and found that there is a miscommunication between metering and council services and no-one seems to have any idea why the hell my electricity has been cut. I have no breaker in my metering box, so it's a definite disconnection. I have done nothing wrong and I'm a law abiding citizen and still have no power after almost a working week. I have three reference numbers and numerous promises of the electricity being reconnected and still nothing. What must I do to get them to fix their mistake????
