CTMM excelling in less in proper service

We moved out of our home in Tshwane to an area not (yet) covered by Tshwane regarding service delivery quite a bit out of the city. So when the transfer documentation came through I went into the trouble of trying do de-register my account with them. For this I drove to Pretoria and first parked in Pretorius street about two blocks away from the BKS-building where the City Treasurer has been located since the Munitoria fire in 1997 and walked to the building with all my paperwork, which even included photos of the meter reading one day after the transfer was dated. Coming there I was informed that they had moved to the Sanlam Centre. So I had to walk all the way back, park my car in a parking garage near the Sanlam Centre, and find my way in the building. After a few questions here and there I found the correct place and had to sit and wait in a queue for my turn. After nearly an hour it became my turn and I presented my paperwork to the official. She was happy with all my documentation and even with the wording of the transfer agent's letter, but not with the format of said letter, sending me home unsuccessful... after paying my parking dues. So I informed the transfer agent around the issue the municipality had with their letter, upon which I received a letter from them that fulfilled the said requirements of the official. Not having the time nor money to waste again on a similar operation, I emailed the full set of documents to their working address of *** - I know the address was working as I used it several times in the past and is also advertised on their bills. According to the new owner he also went to Tshwane and registered as the new owner of the property. But now I'm still receiving the bills of the services he is using, and not him, and the reminders that I need to pay - I paid them in full up to the day after the registration went through. What an example our Capital City administration sets to all the other municipalities in the country!
