Contact the Billing Department of Tshwane municipality?

Does anyone know how to contact the billing department of Tshwane Municipality? The website is broken and customercare email sends an automatic reply that is irrelevant to the query. Telephones go unanswered or cut out. I am getting sms to say my bill is unpaid, but I don't get bills.
